The 10th GHSP Strategic Oversight Committee Meeting Held in Beijing
The 10th GHSP Strategic Oversight Committee (SOC) Meeting was held in Beijing on 25 April 2017. Representatives from Department of International Cooperation of NHFPC, Department of International Trade and Economic Affairs of MOFCOM, DFID China, Center for Project Supervision and Management of NHFPC (PMO), as well as some TAG experts participated in the meeting.
In view of the actual implementation needs of the programme, the DFID headquarters had officially approved that the GHSP (some limited parts) would be extended for one year at the end of February of 2017. That means GHSP will be extended from 30 September 2017 to 30 September 2018. This meeting was the first SOC meeting to be held after the extension. During the meeting, the GHSP 2016-2017 Annual Progress Reports, 2017-2019 (covering the remaining 18 months before the end of the programme) Annual Work Plans were presented by PMO. SOC fully confirmed PMO and PIAs’ hard work and efforts during the past programme year, spoke highly of the substantial progress and outcomes achieved by PMO and PIAs, as well as reviewed the work plans for next step. After careful study, the meeting approved in principle the overall work plan submitted by PMO and put forward clear guiding opinions and requirements on the some key activities development. The meeting especially highlighted the following two points. First, all the PIAs should expedite the implementation of programme activities and the submission of deliverables, and effectively accelerate the progress of eligible expense. For those PIAs who have not been able to implement their work plans as scheduled, the amount of available funds will be reduced as appropriate. Second, all parties of the programme should be highly concerned about the summary and dissemination of the programme outcomes, especially consider how to effectively provide the experience of pilot activities for the policy-making departments.
GHSP was officially launched in January of 2013 with the overall goal of improving China’s capacity in participating global health development. As the most important decision-making mechanism, the SOC Meeting held annually in October or November and March or April and this one is the 10th so far.
