Global Health Core Research (Sub-project in Disease Prevention and Control)

 

I. Organization

The National Institute of Parasitic Diseases (NIPD) of the Chinese Centers for Disease Control and Prevention (China CDC) is the unique national level professional institution dealing with tropical diseases including parasitic diseases. It is mainly responsible for conducting scientific research on control and research of parasitic diseases and tropical diseases, education & training and international exchange and cooperation. NIPD also publishes three journals, including The Infectious Diseases of Poverty. Since 1980, NIPD has been designated as the WHO Collaborating Center for Malaria, Schistosomiasis and Filariasis, which was renamed as WHO Collaborating Centre for Tropical Diseases.

Dr. Zhou Xiaonong, Principal Investigator and Director of NIPD. He serves as the Vice Chairman of the Expert Committee on Disease Control and Prevention of the National Health and Family Planning Commission (NHFPC), and the Chairman of the NHFPC Prevention and Control Committee for Schistosomiasis and Parasitic Diseases. He is also one of the Board Member of the WHO NTD S&T Advisory Committee, the Chairman of the WHO Project Evaluation Experts Panel for Tropical Disease in Asia and Pacific (AP), and a Member of the WHO/TDR S&T Advisory Committee.

IV. Goals

Enhance efforts in translating Chinese experiences and technologies into low- and middle-income countries (LMICs) in Africa and Asia by innovative approaches to distill, synthesize and disseminate P.R. China’s experiences and lessons learnt from long-term, multifaceted control programmes targeting malaria and schistosomiasiss relevant to LMICs.

VI. Main Activities

Summarize, distill strategies and technologies of China in prevention,control and elimination of malaria, schistosome and other tropical diseases; study on applicability of Chinese experience in tropical disease prevention and control in LMICs in Asia and Africa; and establish a wide range of partnerships and disseminate experience and technology in tropical disease prevention and control through co-publishing works and so on.

 

VII. Deliverables

Expected deliveries include research results of experience in tropical disease prevention and control as well as the application of relevant experience; improve the global network for tropical diseases; enhancing Chinese technical ability in global health engagement, etc.


 


Output 102

Global Health Core Research (Sub-project in Reproductive Health/Maternal and Child Health)

 

I. Organization

The Global Health Institute of  Fudan University (FGHI) was established in December 2012. Its mission is to cultivate global health talents with a global vision equipped with multi-disciplinary knowledge and skills. It is endeavored to transfer its research achievements into global public goods and public policies, maximize effects to health populations. Through expanded international exchange and active participation, to have an impact on global health policy and contribute to the improvement of global health status.

Dr. Qian Xu is a professor and the Chair of Department of Maternal, Child and Adolescent Health in the School of Public Health of Fudan University. She is also the founding director of the Fudan Global Health Institute. She is the Vice Chair of the Women's Health Care Association of the Chinese Preventive Medicine Association. Prof. Qian is also a member of the Scientific and Technical Advisory Group (STAG) of the Department of Reproductive Health and Research of WHO Her main research areas cover safe motherhood program evaluation, women’s reproductive health and care, maternal health policy and system research, etc.

IV. Goals

Distill lessons from China’s policy development and implementation in the promotion of maternal and infant health and child nutrition, explore dissemination strategies and develop country-specific proposals for other LMICs to improve maternal and infant health and child nutrition. During the knowledge generation and dissemination process, the institutional research and dissemination capacity are expected to be improved and institutional partnerships are to be further promoted.

VI. Main Activities

Review the development and evolution process of China’s ‘Two National Plans of Action’; distill lessons from China’s policy development and implementation in promoting maternal and infant health and child nutrition; explore appropriate dissemination strategies and develop country-specific proposals for other LMICs in order to improve maternal and infant health and child nutrition.

 

VII. Deliverables

Research results of experience and application of maternal and child health care in China, including reports, published papers and reviews, publications and improved capacity of researchers.

I. Organization

Peking University School of Public Health (SPH) was established 6 decades ago and is one of the leading research and education institutions in China on public health and policy. SPH has 10 departments, including departments of Health Policy and Management, Global Health, and Social Medicine and Health Education. SPH established departments and academic teams working on health policy and systems three decades ago and has made great contributions to the country through scientific research, education programs, and policy services.

Dr.Meng, Qingyue, MD, PhD, Professor, is Dean of Peking University School of Public Health, and the Executive Director of Peking University China Center for Health Development Studies (CCHDS). His research interests include health financing policy and health provider payment systems. He is Member of the Advisory Committee on Public Policy to China National Health and Family Planning Commission, and Board Member of the Health Systems Global (HSG) representing the Asia and Pacific Region.

Global Health Core Research (Sub-project in Practice and Experience Dissemination of China Integrated Care Pathway and Payment Reform)

 

I. Organization

China National Health Development Research Center is a research institution, established in 1991 under the leadership of the former Ministry of Health (now NHFPC), and a national think tank providing technical consultancy to health policy makers. Its missions include, but are not limited to: conducting research on China’s health development and reform strategy and taking part in health development and reform programs; conducting research on public health policy and providing health policy makers with policy recommendations; conducting health management research and implementing relevant programs; conducting research and programs on health policy and health technology evaluation; conducting research on health economics and health management theories and methodologies and implementing  relevant programs.

Zhao Kun, Researcher, the Division Director of Health Policy Evaluation and Technology Assessment, China National Health Development Research Center, the 2014 Chairman of HTAsia Link, a member of policy forum of HTA International. Her major research interests are Health Technology Assessment, program evaluation and policy outcome evaluation.

IV. Goals

Overall Goal: strengthen the capacity of national and local policymakers to intervene to improve the allocative efficiency of health resource use, and share lessons with non-pilot areas in China and selected LMICs. Specific Goals: a) apply evidence on clinical effectiveness to develop policy proposals and clinical guidelines, and through capacity building in evidence-based policy making and informational and institutional capacity building, promote the translation of evidence and knowledge into policy and practice and improve allocative efficiency in the health sector; b) produce a global public goods toolbox which could be applied in different country settings and share lessons in improving health resource allocative efficiency through strengthening links between China, the UK and selected LMICs.

Development and continual optimization of integrated care pathways; costing of target conditions; information system development; regular supervision and project meetings at pilot sites; study tour in China with individuals from nations targeted for dissemination; research knowledge dissemination; study team capacity building.

Deliverables include the toolbox, containing integrated care pathways, costing methodology, work plans for integrated reform, performance- based incentive mechanism, etc, and periodic program reports, pilot site supervision reports, dissemination workshops, academic papers, etc.

Mr. Yang Hongwei, who has a master’sdegree from the College of Public Planning and Development, University of Southern California, is the Deputy Director General of NHDRC. He previously served as Division Director of the General Office of the former Foreign Loan Office, MOH and as a Program Officer of the WHO Representative Office in China. His main research areas are Macroeconomics and Health, Global Health, Health Financing, Community Health Service and National Drug Policy.

IV. Goals

Strengthen research on best practices in South-South health cooperation of the centre; expand and strengthen learning and dissemination of best practices in global health development cooperation in China; promote use by Chinese officials and researchers of best practices and lessons in designing, implementing and evaluating policy on Health Development Aid (HDA), as well as providing consultancy services; jointly enhance the capacity of the centre and other PIAs and research institutions under the leadership of centre, to make better contribution to development cooperation in China.

VI. Main Activities

Improving capacity for research and analysis: distill and summarize best practice of south-south cooperation and their revelations for health aid conducted by China; Conduct assessment of China’s HAD to developing countries and research on policy development and management.


Knowledge dissemination and training capacity enhancement: develop short-term training materials on HDA; Providing short training courses on HDA for government officials and consultant; Multi-channel dissemination of experience in HDA policy making and management.


Policy consulting and impact enhancement: develop policy briefings on themes of significance and trend, and policy proposals, technical briefings on HDA, and submit them to the project management office; Hold policy advisory meetings on strengthening China’s overseas HAD management. 


Team capacity building.

 

VII. Deliverables

Research reports on the best practice of south-south health Cooperation and its revelations for health aid conducted by China, on evaluation method of China’s HDA policies; developing HDA training materials, organizing training workshops; providing relevant policy briefings and articles; organizing seminars on HDA.

Mr. Liu Peilong is the Director of the Department of Global Health of Peking University School of Public Health. Before this, he worked in the Ministry of Health (MoH). From 1968, he was successively appointed Director General of the Foreign Loan Office, Director General of Department of International Cooperation of the MoH and the Assistant Director General Advisor to the Director General of the WHO. He has also been a member of the WHO Consultative Expert Working Group on Research and Development: Financing and Coordination (CEWG), a member of the Global Health Advisory Board of the World Economic Forum, and a member of the Chatham House working group on the World Health Organization and the international system.

Centre of Excellence in Global Health Policy Development and Governance in China (Sub-project by School of Public Health, Fudan University)


I. Organization

Fudan University School of Public Health was founded in 1928. The school has 8 secondary disciplines, including Epidemiology, Social Medicine and Health Management, and 14 departments. As the sole owner of two national key disciplines and one of the most influential schools of public health, it has cultivated a number of senior professionals in the area of public health and carried out much scientific research. Its mission has always been to develop high quality talent in the field of Public health, Preventive Medicine and Health Management.

 

II. Principal Investigator

Chen Wen is a professor of health economics and health policy. He is the Dean of Fudan University School of Public Health and the Deputy Director of Fudan University’s Hospital Management Institute. Professor Chen was the Shanghai Shuguang Scholar in 2006, and has also been named the New Century Excellent Talent by the Chinese Ministry of ducation. He has carried out a series of projects on behalf of the National Natural Science Foundation of China, the WHO, the CMB, the National Health and Family Planning Commission and the Ministry of Education.

IV. Goals

VI. Main Activities

Map global health policy development and governance patterns and identify China’s contributions; develop the relevant researches on global health issues and challenges for China in SDG period; develop multi- stakeholder education and training programs to enhance the capacity for policy-makers, researchers, health care providers and students to formulate sound global health policies and participate in global health activities; disseminate the products of the centre of excellence to multiple stakeholders.

 

VII. Deliverables

Deliverables include global health publications in international and domestic journals, policy briefs and green papers, and additional capacity building activities designed for researchers. The host institute ultimately aims to develop a global health think-tank with international reputation for the Chinese government, other developing countries and international organizations.

Overseas Pilot Project on Maternal and Child Health in Myanmar and Ethiopia


I. Organization

IV. Goals

a) Apply the evidence-based successful experience of China, carry out intervention activities for reproductive, maternal, neonatal and child health (RMNCH) in two pilot areas in Myanmar and Ethiopia, to increase utilization of RMNCH services, thus improve the health of women and children.


b) Explore experience, lessons and effective models from health development cooperation between China and other developing countries through pilot projects, especially the feasibility of implementing tripartite cooperation project with the international non-governmental organizations (NGOs).

 

V. Duration and Location

The project duration is from June 2015 to June 2017. This pilot is going to be conducted in two districts in Ethiopia and Myanmar, with a budget of GBP 2, 400, 000. It will benefit around 250,000 and 300,000 people in two countries respectively.

 

VI. Main Activities

• Apply China’s successful experience and approaches of RMNCH services, considering the actual situation of pilot countries, to develop the pilot intervention programmes, which are tailored to local contexts.


• Increase utilization of RMNCH services in these two pilot areas by adopting a series of measures, including strengthening the linkage between communities and health facilities through local community mobilisers, overcoming economic and geographic barriers in service accessibility and improving quality of service.


• Set up a Midwife Training Center in Tirunesh-Beijing Ethio-China Friendship Hospital, purchase necessary training facilities to provide relevant professional training, adopt corresponding measures to promote the sustainable development of the training center, review and summarize experience, lessons and practices of all from the pilot projects, to produce relevant policy recommendations or briefings.

 

VII. Deliverables

Expected outcome include increased service utilization for mother, newborn, and family planning users, their health improved; good partnerships between China and other developing countries developed; experience and lessons from health development cooperation and helping China distilled and its participation capacity improved.


Specific outputs include national analysis reports, project implementation and evaluation reports, dissemination workshops, policy recommendation or briefings, and improved capacity of talent team involved in global health affairs, etc.

Overseas Pilot Project on Malaria Control in Tanzania

 

I. Organization

The National Institute of Parasitic Diseases (NIPD) of the Chinese Centers for Disease Control and Prevention (China CDC) is the unique national level professional institution dealing with tropical diseases including parasitic diseases. It is mainly responsible for conducting scientific research on control and research of parasitic diseases and tropical diseases, education & training and international exchange and cooperation. NIPD also publishes three journals, including The Infectious Diseases of Poverty. Since 1980, NIPD has been designated as the WHO Collaborating Center for Malaria, Schistosomiasis and Filariasis, which was renamed as WHO Collaborating Centre for Tropical Diseases.

 

II. Principal Investigator

Dr. Zhou Xiaonong, Principal Investigator and Director of NIPD. He serves as the Vice Chairman of the Expert Committee on Disease Control and Prevention of the National Health and Family Planning Commission (NHFPC), and the Chairman of the NHFPC Prevention and Control Committee for Schistosomiasis and Parasitic Diseases. He is also one of the Board Member of the WHO NTD S&T Advisory Committee, the Chairman of the WHO Project Evaluation Experts Panel for Tropical Disease in Asia and Pacific (AP), and a Member of the WHO/TDR S&T Advisory Committee

IV. Goals

a) Apply Chinese experiences on malaria control and elimination, and integrate with the T3-strategy of World Health Organization (WHO), to carry out pilot projects. By strengthening malaria control system construction and capacity-building to improve the efficiency of malaria control activities and reduce the malaria disease burden in the pilot communities. Meanwhile, explore the best models on how to translate Chinese experiences into Tanzania’s malaria control practices and expand the models to other African countries.


b) Explore experience, lessons and effective models from health development cooperation between China and other developing countries by the pilot projects, to provide policy recommendations for China’s bilateral and multilateral health cooperation.

 

V. Duration and Location

The project duration is from May 2015 to 30 June 2017. Two communities of Rufiji, located in southern part of Tanzania are selected as the pilot areas.


VI. Main Activities

• Refer to the “1-3-7” strategy of China and apply WHO's T3 strategy, introduce electronic reporting system to conduct intensive treatment or preventive medication for risk groups of the pilot areas, and strengthen malaria health education, etc.

• Improve the malaria control ability of the pilot areas, including to train the local health staffs, strengthen the construction of diagnostic laboratory, promote the protozoa and vector surveillance, etc.

• Carry out project assessment, assess the implementation effect and cost effectiveness of the project in the pilot areas.

• Review and summarize experience, lessons and practices of all from the pilot projects, to produce relevant policy recommendations or briefings.

 

VII. Deliverables

Expected outcome include improved malaria control ability in the pilot areas, malaria disease burden reduced, and policy advices for Tanzania’s malaria control and elimination strategy provided; good partnerships between China and other developing countries developed; experience and lessons from health development cooperation distilled and China’s participation capacity improved.


Specific outputs include project implementation and evaluation reports, dissemination workshops, policy recommendations or policy briefings, and talent team with improved capacity in participation of global health affairs, etc.

Overseas Pilot Project on Improving Public Health Capacity of Sierra Leone


I. Organization

Chinese Center for Disease Control and Prevention (China CDC) is a national professional and technical institution on disease prevention and control and public health technology management and service, established extensive partnerships with a number of international organizations and countries. From 2010, China CDC began to carry out foreign aid work, actively participate in the response on Thailand hurricanes, Philippines tsunami, polio control in Pakistan and African countries, Nepal earthquake, H1N1 and H7N9, West African Ebola and other international major infectious diseases epidemic and natural disasters.

Dr. Liang Xiaofeng is a Professor in Epidemiology as well as the Deputy Director General of China CDC. Meanwhile, he is Member of Global Strategy Advisory Group of Experts on Immunization of WHO HQ, Member of Chinese Committee Advisory of Immunization Practice of MOH, China, Member of Chinese Standards Committee of Infectious Diseases, MOH, China, Member of Steering Committee of Experts on Prevention of Adverse Events Following Immunization of Chinese Medical Association, Vice Secretary-general of Chinese Foundation of Hepatitis Prevention, Member of Branch of Biological Products, Chinese Association of Prevention Medicine, Member of Chinese Professionals Committee of Evidence-based Preventive Medicine.

IV. Goals

a) Promote the construction of public health system in Sierra Leone and help to train a group of high-quality public health personnel, and to improve its public health level;


b) Enhance the coordination capacities of China CDC in international health cooperation, enrich the oversea experience of Chinese public health experts, explore and establish communication and cooperation mechanism between China and the health sector of Sierra Leone and other international partners, form a good partnership and explore new foreign aid models of China's public health;


c) Strengthen China-UK cooperation in public health in Sierra Leone and expand the international influence of China-UK cooperation.

 

V. Duration and Location

This pilot project will be carried out in Sierra Leone, from Sep. 2016 to July 2017.

 

VI. Main Activities

• Conduct the feasibility analysis on implementation of major infectious diseases control pilot projects, such as hepatitis B vaccination among new born within 24 hours after birth, and construction of the Tropical Disease Center;

• Carry out laboratory tests and personnel training (laboratory capacity building) in the P3 Lab;

• Select and dispatch experts to work in Sierra Leone, explore and establish international partnerships, and assist the local in infectious diseases prevention and control;

• Invite health officials and technical staff who may work at the national public health institutes to visit China for training;

• During the implementation, arrange and summarize the experience and lessons, and formulate policy recommendation and briefing.

 

VII. Deliverables

Anticipated achievements are affording technical support for disease control and policy formulation of public health for Sierra Leone to improve its public health capacity; summarizing the experience and lessons of China’s public health aid, and improving the capacity of public health aid; further deepening the cooperation between China and UK.


Outputs include project implementation report, feasibility study report, and policy briefing, training a group of high-quality public health personnel for national institution of public health in Sierra Leone andtalents team engaged in international public health affairs for China.



 

Programme Management

The Project Management Office of GHSP, Center for Project Supervision and Management, NHFPC

 

The Project Management Office (PMO) was established in the Center for Project Supervision and Management (CPSM) of the National Health and Family Planning Commission (NHFPC) of the People’s Republic of China under the funding of the China-UK Global Health Support Programme (GHSP) in 2012. Under the joint leadership of the Strategic Oversight Committee (SOC), which composed of senior representatives from the NHFPC, the Ministry of Commerce (MOFCOM) of China and the Department for International Development (DFID) of the UK, with the intelligence support of the Technical Advisory Group (TAG), the PMO works closely with core Project Implementation Agencies (PIAs), committed to the overall operations of the projects/ programmes, and provide sufficient and powerful support to achieve project objectives, through carrying out a series of scientific and standardized project management activities.

 

I. Organization

The Center for Project Supervision and Management (CPSM) is an institution directly accountable to the National Health and Family Planning Commission (NHFPC) of China. Its main business were identified as to carry out the supervision and implementation of foreign aid projects/programmes and the supervision and evaluation of domestic-funded projects/programmes.


With the formerly name as the Foreign Loan Office (FLO) of the Ministry of Health, which was founded in 1983 by the Chinese Government to promote cooperation with international financial organizations in the field of health, the CPSM has been working with the World Bank (WB) for more than 30 years and DFID for 14 years. In addition, the Center has also been acknowledged and praised for its previous work on bilateral and multilateral loans and grants programmes with international organisations such as the Asia Development Bank (ADB) and the World Health Organization (WHO), and other overseas agencies. All projects/programmes implemented have successfully achieved their expected objectives, and some have won the awards form the WB or the ADB. Over the past decades, the PMO has established a set of mature project management procedures, set up comprehensive management system on finance and procurement, and cultivated a capable management team. It consists of a wealthy group of expertise from various fields and accumulated rich experience in project/programme management. Meanwhile, CPSM has gained the capacity to accurately interpret the health policy of China, and always been endeavoured to promote China’s experiences to the international world, and achieved fruitful outcomes.

Dr. Zhang Zhaoyang, Professor and the Director of the CPSM.

He worked previously as the Deputy Director, Department of Medical Administration of the Ministry of Health (MOH), Deputy Director, Department of Primary Health and Maternal and Child Health Care, and Deputy Director, Department of Rural Health Management. He has directly involved in the appraisal and management of the health programmes supported by the World Bank, WHO, the United Nations Children’s Fund (UNICEF), DFID, and etc., with rich experience in health policy-making and assessment as well as health project management.

 

III. Main Duties And Activities

The main duty and responsibilities of the PMO are in charge of the overall operations and daily management of the projects/programmes, including the overall project management, financial management, procurement management, and monitoring and evaluation (M&E), etc. The main activities are as follows:

• To establish a sound management system and standardize project management implementation work: set up project management rules and regulations, establish an information management platform, and constantly strengthen comprehensive and scientific management of project, finance and procurement, etc.

• To maintain effective communication and coordination and promote efficient project operations: organize a variety of communication and coordination meetings, strengthen daily communication with stakeholders, and coordinate and solve all kinds of project problems and difficulties in a timely manner, etc.

• To apply scientific supervision tools, monitor and supervise the project process: formulate annual work plan and supervise the implementation, take the lead in compiling regular progress reports and work briefings, assist in carrying out external evaluation, etc.

• To emphasize project publicity and advocacy and promote the effective transformation of project results: take the lead in compiling high-quality policy briefings, build network WeChat public platform, and organize project results summary and dissemination activities, etc.

• To deeply participate in the Global Health work and carry out relevant technical activities: the PMO has been involved in carrying out a series of thematic activities of Global Health, including the China-UK Global Health Dialogue, Round Table on China-Africa Health Cooperation, Global Health Diplomacy Training Course, Flagship Training on Health Development and Assistance, International Symposium on Global Health, and China’s Global Health Network, etc. Meanwhile, the PMO has collaborate with relevant PIAs in carrying out the intervention pilot of public health, exploring the experience of promoting China’s health and family planning aid programmes in other developing countries in Asia  nd Africa.
